Lead—Bad For Your Tenants, Bad For You

The Department of Public Health estimates that over 81,000 Illinois children have been harmed by lead with devastating results. Lead poisoning:
  • Reduces intelligence
  • Shortens attention span (leading to problems in school)
  • Affects muscle control and hearing
  • Can cause permanent brain damage and death
And before you think it can't affect you, over 80% of all buildings built before 1978 have some lead painted surfaces—so just the fact of owning or operating such a building means you risk being found in violation, or even held liable.

How could your building be a cause of lead poisoning? Children either eat paint chips, or breathe in dust created mainly by the opening and closing of painted windows. The older the home, the more likely the presence of lead in the paint—some older paints (still commonly found in paint chips, even if several layers down) contain as much as 50% lead. The younger the children, the more likely they are to crawl where dust and chips settle—and the more devastating effect it will have on their still-developing nervous systems. If you have an older building, lead paint is a probable hazard you need to act to remove—now.

Fortunately, we know how to stop lead poisoning.  Lead abatement including replacement of older, painted windows can ensure that your building is lead safe at a reasonable cost. That's why the City of Chicago has created this innovative program to help landlords and building owners make their buildings lead safe:
  • Financing: qualified landlords may borrow up to 100% of the required funds from the program at a low 9% interest rate with payments on a 14-year amortization schedule. After seven years and payment of 50% of the loan, the remainder will be forgiven.
  • Lead Abatement: Chicago Lead Safe Window Services, the sole administrator and contractor authorized by the City, will perform all necessary lead abatement work to City standards, installing new, quality vinyl windows and meeting all other requirements.
  • Save More Money: You'll probably see additional savings from replacing older windows with new, more energy-efficient windows—and much of the work may qualify for Class 9 Tax Credits which reduce property tax assessment rates to 16%, on qualifying buildings. As an additional incentive, the City of Chicago has committed "weatherization" grant funds to cover 100% of Low E glass, thermostat upgrades, replacement of windows and doors that don't have lead, and other related improvements.
